Close the accounts database in tests and cover brief delete in the browser run
The accounts and browser tests left access.db open, so removing the temp directory failed with EBUSY on Windows. The browser run now also deletes a brief from the dashboard and checks the server agrees. The local deploy key pair is ignored so it cannot be committed by accident.
